Waltham Forest Council's cabinet member for economic growth and high streets, Simon Miller, has defended plans to provide only 20% affordable housing at The Mall, in an open letter to the Waltham Forest Guardian on 8 February.
Addressing concerns, Miller said: "I have heard people's concerns that the development will not meet our 50% affordable homes quota.
"The council is proud to have the best record in London for affordable housing, delivering 47% over the past three years against a London average of just 26%.
"But the added cost of keeping both The Mall and our historic market open during the development, and the construction cost of building on top of a Tube line, means this [proportion] simply isn’t feasible."
He highlighted the borough’s other housing schemes, including the Webb Factory project in Blackhorse Lane for a development of 330 homes, 100% of which will be affordable.
Real estate investor Capital & Regional agreed as part of a section 106 proposal to make a significant contribution towards upgrading Walthamstow Central Station to improve accessibility and ease congestion.
