Waltham Forest Council has approved plans for 473 homes in Walthamstow.
Hadley Property Group submitted a planning application in February for the town centre scheme, which also includes a 2,786sq m public realm and commercial space, which it is hoped will become a cycle cafe.
The scheme will connect to new Mini-Holland cycle routes being implemented by Waltham Forest Council.
Mark Lebihan, chief operating officer at Hadley Property Group, said: "These 473 homes, including 97 affordable homes, will be an attractive addition to the St James Street area and will be complemented by new public spaces for everyone to enjoy."
Construction is due to start in early 2017 and is expected to be completed in 2019.
